Generally, it is to maintain and beef, and select the property lines. It has nothing to do with people with a river or stream for recreation. I doubt that someone tries to maliciously crafted SNAG / dump, / club-Ward of water sports. The owner is maintaining the lines of property and livestock. If you like water, be sure to navigate the waters, to show the most cards. A few hundred dollars per capita, that active and do after each investment? Countless hours and hundreds if not thousands of dollars. I doubt it.
